Brussels, 18 May 2026 — The International Federation for Rights and Development (IFRD) expresses grave concern over the reported interception of the Global Sumud Flotilla by Israeli naval forces in international waters off Cyprus, and the reported detention of around 100 civilian activists aboard the vessels. IFRD calls on the European Union and its member states to act immediately to ensure the protection of civilians, the release of all detainees, and unhindered humanitarian access to Gaza.
We condemn the interception and urge the EU to work for safe passage and the immediate release of all detainees.
The Global Sumud Flotilla was carrying humanitarian assistance and seeking safe passage to Gaza. According to recent reporting, Israeli forces boarded vessels in international waters near Cyprus, while organizers said the convoy was under attack and several boats were intercepted. IFRD considers the interception of civilian aid vessels in international waters a serious violation of international law and an unacceptable obstruction of humanitarian relief.
These events must also be seen in light of the International Court of Justice’s binding provisional measures of 26 January 2024 in the case brought by South Africa against Israel. The Court ordered Israel to take steps to prevent acts covered by the Genocide Convention and to enable the provision of humanitarian assistance to Palestinians in Gaza. Humanitarian access is therefore not optional; it is a legal obligation.
IFRD therefore urges the Political and Security Committee, the European External Action Service, and all EU member states to:
- Issue a collective EU statement condemning the interception of the Global Sumud Flotilla and demanding the immediate and unconditional release of all detained activists.
- Ensure that the EU Delegation to Israel acts in full conformity with international law and presses for the release of all detainees.
- Uphold the EU’s obligations under international law in its diplomatic and trade relations with Israel.
IFRD reiterates that the credibility of the European Union as a defender of international law and human rights is at stake. The EU must speak clearly and act decisively to protect civilians, safeguard humanitarian missions, and ensure that international law is respected.
